Council changes zoning on Rose Hill to expand above-ground floor use contrary to neighborhood desires

Despite objection from neighborhood representatives, the Kirkland City Council expanded use for above-ground floors along NE 85th Street at the January 4, 2011 City Council meeting. As a gateway to the City, the promotion of commercial development on Rose Hill has been controversial to some neighboring residents. The amendment to the RH 8 zoning code was presented to council with several compromise options, some of which balance the needs of both commercial and residential uses. The amendment was passed 5 to 2 with Councilmembers Dave Asher Jessica Greenway voting NO.

After some discussion of the relative merits, the Council approved a compromise option in passing Ordinance 4286, thus permitting an expansion of allowable uses on above-ground floors to include "limited personal services" such as nail salons and hair salons. The Council passed the Ordinance with a vote of 6 to 1 with Greenway as the lone NO vote.
