Kirkland City Council Seeks Annexation Ballot Statement Committees

The Kirkland City Council is recruiting interested individuals to formulate the “for” and “against” statements about the City’s potential annexation of the Finn Hill, Kingsgate and North Juanita Annexation Area. The statements will appear in the voters’ pamphlet for the November General Election ballot measure. One committee will prepare the statement in favor of and one committee will prepare the statement against the ballot measure which shall ask voters of Kirkland’s Potential Annexation Area whether they want to approve the annexation.

Interested persons must complete a statement of interest that is available from Kathi Anderson, City Clerk, City of Kirkland by calling 425-587-3197 or downloading it from the City’s website at www.ci.kirkland.wa.us.

Applications may be submitted in person or mailed to:

Other options include email to kanderson@ci.kirkland.wa.us or faxed to 425-587-3198 no later than 4:30 p.m. on Thursday, July 2, 2009.

Applications will be considered by the City Council at its meeting on July 7. The City Council will consider applicants’ residency, location of employment, local business ownership and voter registration. Applicants are required to submit a brief purpose statement that addresses his/her interest in serving on a committee.

Per King County elections standards, the committees will be required to prepare arguments which are limited to 200 words. The “Statement For” and the “Statement Against” (in addition to rebuttals of the opposing statements) will appear in the King County Local Voters’ Pamphlet for the November 3, 2009 General Election. Arguments will be submitted to King County Elections no later than 4:30 p.m., August 19, 2009.

    Lets keep it simple..

    TO MEMBERS OF THE PAA:
    Ballot Question #1 – Do you wish to become part of The City of Kirkland?

    Ballot Question #2 – If you voted ‘no’ on question #1, do you wish to take back all commercial districts north of NE 116th that were taken in previous annexations by The City of Kirkland and form your own city?

    TO CITIZENS OF THE CITY OF KIRKLAND:
    Ballot Question #1 – Do you wish to return all commercial districts north of NE 116th taken in previous annexations to citizens of the PAA?

    (There will be no vote on annexation by the citizens of Kirkland since the city council has decided to prohibit such a vote).

    As an aside, there are FOUR seats on the council up for election in November. If they choose to, Kirklanders can replace Hodgson, McBride and Lauinger-by-proxy (aka Tennyson).

    The annexation is very concerning due to the current economy. Much of the funding for the large transition is coming from a percentage of State of Washington sales tax. State unemployment is now nearing 10% (one of the economic bullet points for change from recession to depression). Sales are declining and are projected to continue to be down. The original plans, relying on sales tax, are not aligned to the current finances. People living in the current city of Kirkland will be risking the status of their community, when the city council is looking at attempting to cut 5-8 million dollars annually from their budget. People in the PAA will be asked to assume PAST debt from the City of Kirkland. Just across the mountains, the annexation of West Plain (Spokane) requires 75% of the annexation area to approve – here only 50%. The City of Kirkland annexation site is very bias towards annexation. It fails to highlight the current budget problems (it is “balanced” with debt), debt going forward and severe cuts in services/assets.

    As a resident of the PAA and a business owner in the PAA. I am very concerned. Not one of the questions that I have asked has been answered.
    1. How much more will I pay for water?
    2. How much more will I pay for garbage?
    3. How much more will I pay for sewer service?
    4. I know that I fill be forced to pay the $100.00 per employee tax to the city. Are there any other taxes that will increase due to the annexation?
    I have to ask myself why I would vote blind, and why is the city being so secretive about the additional taxes and fee’s?

      The Con committee on annexation now has a website called http://www.nokirkland.com. We’re working to update it every day. Please visit and have a look. So far the majority of our content is in the Discussion Board.
