		<description>If there are no toll booths - how does the tourist from outstate cross the bridge under the electronic billing system?   For that matter, how do I with only an occasional and perhaps spur of the moment decison to use the bridge pay?  It seems ludicrous that some type of electronic billing be set up for one or two crosses/year.</description>
