The yes/no votes total 10,355, 309 fewer than the 10,664 ballots cast. Are these 309 ballots not yet counted, or are they counted ballots on which no annexation vote was cast?

Note that if only 3 voters had voted yes rather than no, there would be 60% approval at this point.

The difference between the 10664 ballots counted and the 10335 total of the Yes and No votes represents ballots that had neither Yes nor No marked.

If you look at the Mail Ballot Return Statistics at http://your.kingcounty.gov/elections/abstats/, you’ll see that 10756 ballots have made their way through signature verification already, so there are 92 ballots remaining to be counted, which could happen any time (although some of them might be in the queue for duplication if they were damaged or mismarked in some way). That 10756 total does not include ballots that have been challenged due to missing or mismatched signatures, and there are at least 145 of those; they could be “cured” at any time if the voters return the signed paperwork that has already been sent to them by the county. And it’s also possible that ballots are still in transit from overseas or military voters — postmarked by election day, but just taking a long time in the mail. So, we won’t know the final result until certification day (November 24)!
