Public Comment Wanted on Kirkland Stormwater Management Plan

To comply with State and Federal stormwater requirements, the City of Kirkland has developed a Stormwater Management Program document that is now available for public comment. The Washington State Department of Ecology (Ecology) has identified stormwater as a significant contributor to degraded water quality in Puget Sound. As part of its cleanup strategy, Ecology has used its Federal National Pollutant Discharge Elimination System (NPDES) permitting authority to issue stormwater discharge permits to over 100 municipalities in Western Washington. Kirkland’s proposed stormwater management program is intended to meet discharge permit requirements. To view the document, go to www.ci.kirkland.wa.us. Public comment will be accepted through March 25, 2008 and may be submitted via email to stormwater@ci.kirkland.wa.us, by mail to Stormwater Team, City of Kirkland Public Works Department, 123 5th Avenue, Kirkland, WA 98033 or faxed to 425-587-3807.

Stormwater is rainfall that is not absorbed into the ground or by plants. Stormwater pollution results from everyday activities such as driving, land development, and yard care that leave small amounts of contaminants such as oil or fertilizers on roadways and rooftops. During a rain fall these contaminants are then washed into the nearest waterway. Improving stormwater quality involves both reducing the amount of pollution that is put onto the landscape and treating it to remove contaminants from runoff before it reaches local waters.

The City of Kirkland is conducting education about the public’s role in stormwater quality protection, and is taking steps to prevent spills and dumping. Additionally, the City is requiring commercial and residential development projects to control and treat runoff as an effort to improve the quality of water in lakes and streams.
